NAHRO Provides Tools to Estimate 2012 Voucher Funding

HUD expects to notify PHAs of their final 2012 Housing Assistance Payment allocation and offsets (if applicable) by mid-February 2012. This can be challenging to PHAs as they operate in limbo while waiting for the information.

To help PHAs maximize their voucher leasing during this period, NAHRO has provided members with spreadsheets to help estimate their 2012 HAP budget authority and NRA offset.

Preparing for Year End

Now is the time of year to begin preparing your year-end tax documents. Before printing your W-2s and 1099s, we encourage you to take a few minutes and read over these helpful hints. These tips can help you prepare and hopefully catch any mistakes or revisions that need to be made before printing your forms.

W-2s

Before printing your W-2s, it is very important that you take the time to verify your employee information. By reviewing these items before printing, you can save time and extra paper forms by avoiding reprints.

Verify Employee’s Name – The employee’s name should match what is on their Social Security card.

Verify Employee’s Social Security Number – The IRS may impose a penalty for missing or incorrect SSNs. A Social Security Number is invalid if:

It is all ones (1) or all threes (3)
It is “123456789″
The first three digits are 000, 729, or 800 – 999

Fringe Benefits – The value of personal use of company cars or any other taxable cash or non-cash benefit must be included on the W-2 form. It is a good idea to verify this information and ensure that it is set up properly in your software system.

Pension Plans – If a pension plan needs to be reported, double check and ensure the proper IRS code is selected.

1099s

Below is some important information about your 1099 forms:

Paper copies of the 1099 must be submitted to the recipient no later than January 31, 2012.
Paper or electronic files must be submitted to the IRS no later than February 29, 2012.
A 1099 must be submitted to the recipient if the amount of rent is $600.00 or more for a calendar year.
If you are required to file 250 or more information returns, you must file electronically using the IRS FIRE system. The FIRE system website is: https://fire.irs.gov/firev1r/.

New Information Provided by HUD Regarding the Offset*

HUD has released its estimates on the impact of their proposed offset on each agency.

This information is available online. CLICK HERE to view HUD’s “Allocation Adjustment” website.

The House and Senate budget bills contain different approaches to the offset, so HUD has created two sets of offset calculations. The Allocation Adjustment website contains tools that will allow you to calculate the amount of subsidy allocation adjustment.

NAHRO members can view information about the offset proposal, including the current status of the process at www.nahro.org/OperatingReserves.

HUD Publishes FY 2012 FMR*

On September 30, 2011, HUD published a notice of its final FY 2012 Fair Market Rents (FMRs) for all areas that reflect the estimated 40th and 50th percentile rent levels which take effect on October 1, 2011. The FMR values are trended to April 1, 2012.
